Родившаяся 30 марта 1967 года в Токио девочка с раннего детства была поклонница аниме и увлечённо смотрела популярные в те годы сериалы «Ведьма Салли», «Секрет маленькой Акко» и «Космический крейсер Ямато», твёрдо веря в реальность действующих там персонажей. В каком же шоке оказалась Мэгуми, узнав о том, что любимых героев озвучивают взрослые актёры! С того самого момента она решила сама стать сэйю. Спустя годы случившаяся в семье беда (отца Мэгуми разбил паралич) побудила девушку обратиться к профессии медсестры. Она подала документы в несколько медучилищ, в одном их которых работник приёмной комиссии был с ней очень груб. Чтобы успокоиться, по дороге домой Мэгуми купила журнал комиксов, где ей попалось на глаза объявление о наборе в актёрскую школу при сэйю-агентстве Arts Vision. Девушка решила попытать счастья, хотя и знала, что близкие не одобрят такой выбор. Из шестисот желающих конкурс прошли только шестнадцать, и она оказалась в их числе! Так случай решил её судьбу. А дальше были годы изнурительных тренировок, в которых Мэгуми оттачивала мастерство владения голосом, в то же время посещая медучилище для успокоения родителей, полагавших, что артистическая карьера - не лучшее занятие для их дочери. После трёх лет обучения медицины и шести месяцев работы медсестрой Хаясибара твёрдо решила раз и навсегда оставить нелюбимую профессию и стать сэйю. Что она и сделала, дебютировав в 1986 году в комедийном ТВ-сериале «Доходный дом Иккоку» в маленькой роли. С тех пор её популярность росла, как на дрожжах. Мэгуми как-то сказала, что ей достаточно семи эпизодов, чтобы «вжиться» в свою роль, после чего её голос воистину вдыхает жизнь в рисованного персонажа. Наиболее сложным для неё было озвучивание Раммы в ТВ-сериале «Рамма 1/2». Ведь физически ставший девушкой Рамма по-прежнему остаётся парнем, и Мэгуми пришлось учиться говорить и даже ругаться, как мужчина. У актрисы не было проблем получить любую нравящуюся ей роль, она снялась в более чем 150 фильмов и сериалов, среди которых такие популярные аниме, как «Евангелион» (роль Аянами Рэй), «Рубаки» (роль Лины Инверс), «Рамма 1/2» (роль Раммы Саотомэ), «Ковбой Бибоп» (роль Фэй Валентайн), «Любовь и Хина» (роль Харуки Урасимы), «Макросс Плюс» (роль Люси МакМиллан) и многие другие. Главная мечта Мэгуми - получить роль в фильме самого Хаяо Миядзаки. Хотя сэйю - основная профессия Хаясибары, она также и поп-звезда. Талант певицы открылся у неё совершенно неожиданно - композиция Yoake No Shooting Star, записанная для OAV-сериала «Мобильный воин ГАНДАМ 0080: Карманная война», положила начало эстрадной карьеры Мэгуми, и сейчас она выпустила уже с десяток альбомов.  В настоящее время она замужем, и у неё есть дочь (в связи с рождением которой она в последнее время отошла от дел). Многие фанаты аниме называют её «королевой сэйю»
